[Information on this page relates to the first phase of the PACS Programme, which ended in April 2008].

The PACS Programme is funded by the UK government’s Department for International Development (DFID). DFID is committed to providing up to £24 million for the programme, over a period of seven years: 2001 to 2008.

Components of programme funding
The programme funding has two key components:

  • Project grant 
  • Planning grant

Project grants, amounting to £19.5 million, are aimed at funding Civil Society Organisations (CSOs) projects working on PACS Programme objectives. Project grants are disbursed to CSOs that meet clearly-defined Selection Criteria after a rigorous Selection Process. Project grants are disbursed only to CSOs that comply with the Foreign Contributions Regulation Act (FCRA).

The planning grant of £4.5 million is aimed at institutional strengthening of CSOs. Through this grant the quality of programme implementation is enhanced by investing in several areas including communication, institutional capacity-building and MEAL.

Categorisation of projects according to funding
Based on the technical capabilities, geographic reach and fund-absorption capacity of CSOs, project grants have been classified into four categories:

  • Category A: More than Rs 150 lakh*
  • Category B: More than Rs 50 lakh but less than or equal to Rs 150 lakh
  • Category C: More than Rs 20 lakh but less than or equal to Rs 50 lakh
  • Category D: Less than or equal to Rs 20 lakh

* Rs 10 lakh = Rs 1 million

Category A projects are run by regional and state-level CSOs with large networks. Category B and category C projects are run by CSOs with district-level networks or good grassroots presence. Category D projects are run by small grassroots-level CSOs.

The following table shows the number of projects approved till April 30, 2007 under each category, and the total amount sanctioned as project grant in each category:

State-wise break-up of project grants

The PACS Programme is being implemented in 6 states. The number of districts covered by the programme area varies from state to state. Accordingly, the total sanctioned project grant for each state is different. Some projects operate across states and are classified as `multi-state’ projects.
