Selection
Process
The PACS Programme is implemented
by carefully selected civil society
organisations (CSOs), working within
the scope of clearly defined and
rigorously appraised project proposals.
The project selection process has
seven steps:
- Outreach
- Submission of
concept paper
- Support for making
detailed proposal
- Submission of
detailed proposal
- Preliminary appraisal
- Appraisal by project
selection committee
- Signing a Memorandum
of Understanding (MOU)
1. Outreach.
The PACS Programme managers contact
CSOs that can implement the programme
through outreach workshops and other
efforts. Alternatively, interested
CSOs contact the programme managers.
2. Submission
of concept paper. CSOs
that meet the selection criteria
submit a concept paper for a project
that could be considered for funding
under the PACS Programme. The concept
paper is to be submitted to the
programme managers in English in
a specified format.
Note:
* Only concept papers in the specified
format are considered. To view the
format click
here.
* No certificates or documents are
to be sent with concept papers.
* Accept/Reject decisions on concept
papers are made within a period
of six months from the date of submission
of papers. If a CSO's concept paper
is rejected, it can reapply a year
after receiving feedback from the
programme managers.
3. Support
for making detailed proposal.
If the concept paper is complete
and acceptable within the programme's
objectives and approach, the CSO
is given guidelines for making a
detailed proposal. If necessary,
the CSO is given planning grants
of up to Rs 200,000 to build its
capacity to develop and formulate
projects.
4. Submission
of detailed proposal. The
CSO submits a detailed project proposal
for appraisal. If necessary, the
CSO is given a planning grant of
up to Rs 200,000 to fine-tune the
proposal.
Note:
* CSOs given planning grants are
not assured of receiving funding
under the programme. Funding decisions
are made by a project selection
committee (see Step 6 below).
5. Preliminary
appraisal. Detailed project
proposals are scrutinised. CSOs
may be asked to revise their proposals.
Acceptable proposals are sent to
the project selection committee
for final appraisal.
6. Appraisal
by project selection committee.
Detailed project proposals are scrutinised
by a project selection committee
(PSC), which may ask for revisions.
The proposals are then either accepted
or rejected. CSOs whose proposals
are rejected by the PSC cannot be
considered for PACS Programme funding
again.
7. Signing
a Memorandum of Understanding (MOU).
The PACS Programme managers and
the CSO whose proposal has been
accepted sign an MOU for proper
disbursement and use of funds.
